The city guards will arrive four rounds after the fighting is noticed by the public.
1 Four guards arrive. They demand that all participants cease fighting and drop their weapons. Town folk involved will appear willing to do this.
2 If the players continue to fight, the guards will enter the fight and engage all participants.
3+ Four guards arrive each round. One sergeant arrives each third round. One lieutenant arrives each fifth round. The players can surrender at any time and the combat will stop.
If the players surrender the guards will demand they leave the area. The guards will stay and watch until the party disappear from sight.
