(Roof top blip-pad) Through the trap door you come onto a flat, 30' x 30' roof top. Tethered to the roof is a four winged blip. The door to the gondola is shut Painted on the side of the gondola is its name, "Long Yi Shi Er".

Around the edge of the roof is a wooden rail three feet tall with supporting posts every three feet.

The door into the gondola is locked. Any of the 6 keys marked 399 will open it.
Give the players Handout PH-005.
The players can see across several roofs to the city below. It is a very chaotic scene with people making hasty arrangements to leave for the Shan Peninsula.
